Garage Conversion To ADU
Last updated
In California a city cannot require you to replace the parking when a garage or carport is converted to an ADU, and a converted unit cannot be required to get a new, separate utility connection unless it is built with a new house. A converted accessory structure may also expand by up to 150 square feet for an entry or stairwell, according to the HCD ADU Handbook (March 2026).
What State Law Helps With
- Setbacks. A unit converted from an existing accessory structure does not have to meet a new four-foot side and rear setback. It still needs exterior access and setbacks that are enough for fire and safety (Government Code section 66323).
- Small expansion. A converted accessory structure may expand by up to 150 square feet to make room for entry and exit, such as a stairwell (HCD ADU Handbook (March 2026)).
- Utility connections. A unit converted from existing space cannot be required to install a new or separate utility connection, unless it is built together with a new house (Government Code section 66311.5).
- Replacement parking. When a garage or carport is demolished or converted for an ADU, a city cannot require you to replace those parking spaces (HCD ADU Handbook (March 2026)).
- Fire sprinklers. Building an ADU cannot trigger a requirement to add fire sprinklers to the existing home.
- Fees. An ADU of 750 square feet or less is not charged impact fees by local agencies.
Detached Garage Replaced By A New Unit
Some owners tear down an old detached garage and build new. The HCD ADU Handbook (March 2026) says a city must review and issue the demolition permit at the same time as the ADU permits, and cannot require notice or a placard for the demolition outside an architecturally and historically significant district.
Cost Range
The Angi ADU cost guide gives a range of $60,000 to $150,000 for a garage conversion. A conversion that needs a new slab, new framing, or major electrical work can land higher, and a simple one lower. The Terner Center's Terner Center statewide ADU owner survey reports a statewide median of $150,000 across all ADU types. See ADU Cost In California for the regional medians.
What To Check Before You Commit
- The structure. Ask a builder or engineer to look at the slab, the framing, and the roof. A slab that slopes toward the door or a wall that is out of plumb costs money to fix.
- Permit history. Check whether the garage was built with permits. State law limits a city's ability to deny a permit over unpermitted work that does not threaten health or safety, but you should know what you have.
- Energy code. Converted space must meet current insulation and window rules, and the floor often needs work.
- Garage use. Decide where your cars, tools, and storage will go. A converted garage is gone as storage.
- Utilities. Ask the electrician whether your main panel can handle a second home or needs an upgrade.
Garage Conversion Or Detached Unit?
A conversion is usually quicker and cheaper but limited by the footprint you already have. A new unit can be laid out your way. Compare both in Detached ADU.

Common Questions
Do I have to replace the parking if I convert my garage to an ADU?
No. When a garage, carport, or covered parking structure is converted to an ADU, the local agency cannot require replacement off-street parking (Government Code section 66314, per the HCD ADU Handbook).
Will converting my garage trigger fire sprinklers in my house?
No. Building an ADU cannot trigger a requirement to add fire sprinklers to the existing home (Government Code section 66323, per the HCD handbook).
Are there impact fees on a garage conversion?
An ADU of 750 square feet or less is exempt from impact fees charged by local agencies, special districts, and water corporations (Government Code section 66311.5).
