ADUs In Roseville
Last updated
Roseville lists one preapproved ADU plan, a 748 square foot detached two-bedroom, and says an application using it is approved or denied within 30 days of a complete submission. HCD found parts of the city ADU ordinance out of compliance in January 2026.
The Local Program
The City of Roseville lists preapproved ADU plans under AB 1332. The page currently lists one plan, a 748 square foot detached two-bedroom ADU, and says preapproved plans still need site-specific design and permitting approval, which may include a site plan, zoning compliance, utility services, fire sprinkler protection, and a photovoltaic layout. The city says an application using a preapproved plan will be approved or denied within 30 days of a complete submission. Roseville Electric's New Services Engineering group reviews plans for new and upgraded electric service, invoices the cost of materials and labor for meters and transformers, and collects a backbone mitigation fee with the building permit. Placer County has its own Master ADU Program, so confirm whether your address is inside the city. In a January 6, 2026 letter on Roseville's Ordinance No. 6829, HCD found the ordinance out of compliance with state ADU law in several areas, including parking exceptions and fire sprinkler language, and asked the city to amend it or adopt findings. Check the current rules for your address.
What Costs Look Like In The Region
The Terner Center's Terner Center statewide ADU owner survey did not list a median for the Sacramento area in the figures we reviewed, so we are not quoting one. Ask builders for written estimates, and ask Roseville Electric what it will invoice for your meter and service. That survey was published in 2021, so current prices may be higher. See ADU Cost In California for the full table and the caveats.
What To Check At Your Address
- Placer County is a separate jurisdiction from the city. Find out which one governs your address.
- Ask whether the one listed preapproved plan fits your lot, since it is a single 748 square foot design.
- Contact Roseville Electric early about service size and meter costs, since the utility invoices those separately from the building permit.
State Rules That Apply Here
- The review deadlines in Permits And Timeline: 15 business days for a completeness notice and 60 days to approve or deny a complete application.
- No impact fees for an ADU of 750 square feet or less (Government Code section 66311.5).
- No owner occupancy requirement for an ADU (Government Code section 66315).
